My preffered list is mumble>gamevox>discord. TS and vent don't even come close to comparing in my opinion.

You could sit in general chat rooms, and hear in on closed locked admin rooms.
With admin rights you can phantom channels on most any of them. Some allow it without admin though. Not sure if mumble does or not currently, haven't used it in awhile since we have been using gamevox
