How will mob tagging work in Pantheon?

I have been wondering how mob tagging/exp gained will work in Pantheon, or if this has been discussed at all?

Example:

If I get a mob down to 70% hp and a higher level 1 shots it, which of the following happens?

A. I don't get loot or XP, the higher level gets the loot/xp.

B. I get loot, and the full XP from the mob.

C. I get loot, but the XP rate is penalized due to the higher level intervening.

I think they mentioned it in one of the last 2 streams that who ever does the most damage gets the xp/loot.. Could be wrong but have a feeling it was that way.
