Unless something drastically changes there won't be a cash shop. From the FAQ in the payment section:
We are considering either using the traditional subscription based model or a model where the player buys the game and then has the option of purchasing mini-expansions or ‘modules’ after launch. Either way, the game’s world will continue to expand, more content will be added, as well as new features and mechanics. Visionary Realms strongly believes that the revenue model of an MMO needs to match the game’s target audience. Because of this, Pantheon will not be ‘freemium’ or have ‘cash shops’ -- building your character and advancing in-game will be based on time invested and tactics used, not on how much money the player has in real life.

Specifically:
You've stated that the game is looking at being subscription-based or buy-to-play without a cash shop. Does this mean that cosmetic items and other items will be obtainable solely in-game?
The current plan is that most items will be attainable solely in-game. A few exceptions currently exist through pledging towards the funding of the game.
1. There will not be a cash shop. Not even for cosmetic items. It goes against the old school nature of the game. This has been discussed countless times.
2. There will not be character transfers or name changes. It is important that you not be able to escape a bad reputation you have made for yourself on a server.

3. VR has not yet decided how many character slots we will have by default. The extra character slot is a bonus unique to pledgers. But they will not intentionally start you off with a small amount of character slots with the intention of coercing you into buying more.
